The Power and Control Wheel was developed by battered women in Duluth, Minnesota participating in the Domestic Abuse Intervention Project. These women were active in education groups sponsored by the women's shelter. The wheel illustrates their experiences of abuse. It is meant specifically to illustrate men's abusive behaviors toward women, and the creators do not grant permission to substitute gender neutral language.
